The Office of the Ohio Consumers’ Counsel (OCC) is a legal consumer advocacy agency representing residential utility consumers in Ohio. Established to ensure fair, just, and reasonable utility rates and practices, the OCC conducts investigations, provides legal representation, and engages in public advocacy to protect consumer interests. ed by Maureen Willis as Consumers’ Counsel and Angela O’Brien as Deputy Consumers’ Counsel and Legal Director, the agency operates under a bipartisan Governing Board appointed by the Ohio Attorney General.
